I just went on this guide to find the campers and instead I accidentally got the glitch where you don’t find all campers but get the spatula

There's three campers in the beginning when you see mrs. Puff look where she's looking there's the third camper standing on top of a rock

I'm not sure how but I ran past Ms. Puff while only having 3 campers found and she just gave me the spatula. If anyone is wondering, the three that I found were the red one close to Ms. Puff, the blue guy high up near the start of the Kelp Forest, and the guy hiding in the caves near the exit.

No fix for this that I could find :(
That is a glitch in the game, for example, you have 6 snowman's in sand mountain, you warp to kelp forest and they are converted to campers.

EDIT FOUND:
I will make it very clear. Go to mr crabs (by the 3 stone pillar puzzle) Go the direction he is looking by jumping onto a mound. then turn right and jump down to the downwards slope with the 2 stacked tiki's. go down that slope and kill the robot with the cowboy hat. the camper is in to the left in that cove.
