In the old settlers you could disallow the storage of ressources in every warehouse headquarter for every ressource individually. So you basically just disallow the storage of wood in you hq and they will store it wherever its not blocked if you want to get it closer to the front.
They were not living on that land or using the resources. Others decided they would settle there. Then they were viscously attacked because the locals who apparently don’t believe in owning land, were mad that people settled on land near them.
