The adult organizations recruit kids because when kids do this stuff, they don't get in much trouble if any. Juvenile law is a very debatable topic back home in Japan. Many think if we start trying teenagers and kids as adults in certain situations like America, then it would lower the teenage gang and crime activity that is running rampant on the low
