Here Venus became the lord of marriage/spouse as well for the person. So, isn't this showing that the person cannot settle on her/his own but the lord of marriage might trigger a settlement if the person got married abroad?

Bro .. has not been able to grasp the concept that if venus being the 12th lord of abroad is interested in 9th house of higher edu and long distance travel means she will def go to abtoad for masters but what does it mean that 9th lord who is giving only 1 point to libra ?
