Yes. Scorpion is crazy. He is already a monster if you don't think of his regen. Add that and he is one of the best science champions in the game right now.
Because of his awakened ability. After using his SP2, he puts a petrify on the opponent. While the petrify is active he will block the regen of the opponent and heals some part of that denied regen himself. At sig 1, he regens 12,21%, and at rank 4 that is limited to 78.21 health per 0.5s, or 156,42 per second. With masteries like recovery in 3/3 that can still be increased by 15%. So all of this adds up.
Kingpin is also one of my favorites! I don't know if you are between those two... but both are worth it, even though both can be played unawakened as well.
Because poisons make regeneration worse, so his sig ability wouldn't be efficient and if he activated rupture sting, he wouldn't have immunity to rupture.

My Scorpion in this fight is sig 1... The sigs will increase Scorpion's regen, but as you can see, sig 1 is very strong already
