I think it's because you still have those 3 forsaken cyphers which interfere with receiving normal cyphers for some reason

I didn't even know I had forsaken ciphers in my inventory until after all this happened. That being said one is called forsaken cipher and the other is exotic cipher. Bungies fault for making them take up the same slot lol
