Fertility rate is proportional to education. I have observed people who are educated are having 1 or two child. But poor and uneducated people are still having half dozen child.

Finally, the 5th National Family Survey has been released. We noticed a significant improvement in anthropological measures(Stuntin, wasting, and undernourishment), sex ratio(929 women per 1000 men to 952 ) and an overall better TFR(2.1 from 2.2), the parameters are commendable especially given the abysmal state of India's health infrastructure.
That's one side of the story; on the other hand, we have more incidence of anaemia in children under 5, men and women.
And hiding behind the curtains was the fact that there are some anomalies regarding the result of Phase-1 and Phase-2 of NFHS-5. For instance, states that came under Phase-1(Pre-covid) showed a worsened condition in anthropological parameters, but the states under Phase-2 (which happened Post-covid) were relatively better in the same. This points out that it may be possible that covid affected the results or that the states under Phase-2 are the better performers by chance.
All in all, it's a good thing that there is no population boom.

Definitely the education helps in this a lot but one thing we can see that in Bihar and UP, the fertility rate is high. And we all know about the education in the respective state. I'm also from Bihar and I had seen many things. Poor politics, poor education system and bad decision shapes the state of Bihar in bad condition.
And as you said that we need a specific state wise population control rule. As we already know that some of the states from south and north have a fertility rate of below than 2 but some of them are approximately 2.4 and above.
For better future and better utilisation of resources we need to control our pollution. We already facing the problem of refugee and if now we are suffering from population burst then it can be disastrous.
