this issue should have been raised by congress when these settlements were taking taking place , if settlement is more than 10 years old it cant removed according to law , its human right violation so it is too late.

because there are some rules in assembly/parliament, Point of Order means a mla/mp can raise a question during a resolution/ passing of bill if he feels that the person introducing the bill is breaking any rules of the assembly/parliament.
Since India got a grip of Goa in 1961; Congress, mgp etc kept bring migrants into Goa. This was their great scheme to dissolve Goa long ago. Its just that we are witnessing today the unfortunate days.
