I love the empress on this episode! Especially that cutting of her hair? To me, she is showing that she would not just suffer in silence anymore.
What suffering? She is the empress, bestowed with a title and position no cosort, lady or concubine can ever take away from her (BTW a title she actively sought). She is the one with the power and the total control of the harem. Even if the emperor's heart truly belonged with another, he will still be required to treat the empress as his main partner.
And yet her insecurities did her in. Her fear of growing old and her jealousies regarding Yingluo younger age, Yingluo's freedoms and and how the emperor held a special place in his heart for Yingluo was enough for the empress to take such an unwise step in the end.

she knows the scheme, but she decides to betray Prince He already - even if Prince He continues with his plan, the Empress knew she will stand by the Emperor and protect him instead of betraying him, that's why she sent the pigeon without Prince He knowing to back up the plan
She did plan to do it. There's even opportunities to do it but she couldn't do it because she love him. She doesn't really need anybody's help if she wanted to do it. So when Prince He wanted to do it for her, she tried to stop him. I think she was also the one that tipped his guards too so she actually saved him but she was too disappointed when he left her to fend for herself and realised he never trusted her nor did he loved her.
