Like, seriously, power of outer gods seems to have come from nothing for them to be big stronk of all verse. Just for them to be another Lovecraftian beings other than Cthulhu. Jyahnar on the other hand is OP because she never was a human but a higher being, but even so she is limited with energy by sustaining whole Earth reset system. And in the end she gave humanity so many chances to prove her that they worthy, only because of her love for altruistic Kiana and her own interest afterwards. Jyahnar was meant to be strong enough to take down HoTE and still not kill her which is proof for her love, and not to be strongest of all. If Hoyo wanted, she would be the strongest one, and that would sound reasonable because she would do anything for Kiana, even if she have to become strongest. But they didn't just for outer gods and Will of Honkai to be the great and powerful and dangerous and all that. Think about it.

She's Jyahnar the Herrscher of the Sea from GGZ. She probably won't be showing up in HI3 at least any time soon seeing as she's technically an alien Herrscher from another planet and has ended Earth at least once already with powers of insanity. Oh and she's Cthulu.
