Yes, I tried it and didn’t work either on my iphone 11. This error message appeared AFTER I used the new SIM card overseas so I tried a different method and it worked! Setting->General->VPN &device management->Remove profile( This is the profile that was installed after I inserted the new SIM card overseas)
Hope this helps for someone who had the same issue as me.

Thanks. This did the trick. I think I had the problem because when i bought my iPhone 11, I used just WiFi for a few weeks before getting an actual data plan.
