I have no idea why they call him rat god and why he was feeling bad at the end. Could someone explain?

He's in god mode and can spawn anything. Plus he wears a rat mask at all times and flies around granting wishes or causing havoc. A true god, of rats.
He felt bad because he gave the guys doing the attack rocket launchers, so rather than just killing people it destroyed a load of stuff at the event including lighting which is a bit complicated to re-do. He just killed the vibe a bit - if he just gave them guns like he said they would have just killed people without damaging the stuff and the event could go on as normal.
Shame they didn't use machine guns tho
