A chips act for drones would need to include on shoring small camera development along with vision digital vision systems along with the firmware to control the camera in both photo and video mode. Everything else can easily be sourced to build them today along with DJI ish features such as position hold with INAV or Ardupilot.

That will take many years and it won't be for hobbyists.
