This should be a new leader type like: Air Marshal. Basically earns like a Civil Servant but the Airstrike and Drone trees are cheaper, faster and more effective. I just now saw your comment, so I’m probably late, but I’ll share some tips that could help you out if you’re still playing:
      1) In the early game, you should focus on getting Coalition Soldiers, because they’re fast to train (unless you’re using a Warlord, he has a ready personal militia which consists of National Soldiers), and are more powerful in combat. As the game progresses, slowly start training National Soldiers, because Coalition troops don’t have an infinite service (avoid extending it, as it hurts your reputation). Don’t blow all of the Coalition upgrades, save at least one or two units for late game killing of the Insurgents.
      2) Government management and civilian initiatives are probably equally good. If you don’t purchase civ initiatives, population will hate you because you don’t provide for them. But government management has crucial abilities like PR, Corruption Reduction, Outreach Office etc, all of these are essential. You need to have a healthy balance between the two, try to pay attention to the needs of the population.
      3) No! Infrastructure is absolutely critical, if you have slow troops, you’re doomed. Jobs are important as well, to a degree, but it’s not always required. Road upgrades and travel logistics are vital if you want to stand a chance. But don’t do “this or that only”, focus on jobs as well.
      4) HQ acts as a garrison, don’t forget this. Place it somewhere central, where it can spread intel collection in all directions, and place it somewhere where it cover a lot of neighborhood areas, where it can provide a good combat support to your troops.
      I hope that this helps.

@@andytoskovic Yeah, I'm still playing and appreciated a loro your tips.
      My strategy is this:
      1) getting info
      2) train 1/2 coalition troops
3 decrease corruption ans invest in Police
      4) found water ans hospitals/schools
5 train 4 coalition troops (in two differenti shots or training time becames too long) and logistico as soon I can, or eveng garrisons
      5) I purchase local operators and build infrastructures or jobs initiatives
      6) i found free elections, Universal Justice, PR, high-tech bombs for air raids
This strategy works better with general, bit not Always with Economist or banker

The name is a bit misleading. Air bombers are still army units even if they cant be controlled by player. Nice challenge, but I would not call it "no army".

(disclaimer: i am not a non native english speaker) From what I have learnt, what you are refering to is the military. An army, ground force or land force is a fighting force that fights primarily on land. Air bomber belongs to the air force, so the name is correct.

@@jasonieong7772 "In broad usage, the terms armed forces and military are often treated as synonymous, although in technical usage a distinction is sometimes made in which a country's armed forces may include both its military and other paramilitary forces." (c) Wikipedia. It is still a misleading title because when somebody is making a video with such a title about a game like this, they make a presupposition that they will win peacefully. For example, in Russia we don't have a specific word for "military" (it's synonymous with army); all of our forces (ground, naval and air force) are called "army"; if someone is conscripted - he "goes to the army", not "to the airforce" or "to the navy". You need to specifically ask "which branch of the army are you into" to get the answer if he's a pilot or a trooper.
So when somebody says "is it possible to win with no army" he's not implying "is it possible to win with no ground military units". The first thought of a person pressing to view this video is "winning without usage of lethal force or military". You may be right on the technical side of wording if we're speaking about USA army only but... Really?
It's like saying "how to clean your car without water" and receiving an answer "well, technically speaking raindrops are not the same water we usually use to wash cars so I'm right". It's ridiculous.

@@andreypopov3400 If you want to play semantics...
As and American, familiar with the American military, air strikes apply to the Air Force, and not to ground units, which is the army
Say we forfeit that point hypothetically
But it doesn’t matter because it’s not even my air force, but the coalitions, and because I don’t have control over the coalitions actions, the blood of what happens is not on my hands, and not my doing, all it did was authorize the use
You are wrong to assume that the title meant a pacifist challenge, as the title does not indicate things were done peacefully, if you assume so then that’s on you, even without the air strikes, I still utilize multiple methods to kill off and defeat insurgents, this method of victory was in no way peaceful, and the air strikes don’t break from that immersion
In any case, just enjoy the challenge of doing without what was crucial to winning a game, using infantry units (an army)
