The casual promise by Ruto to unprocedurally employ those 18 teachers at SH Girls is a testament of his lawlessness and basic lack of understanding about how things are supposed to be done in a procedurally sound, fair and equitable way.
Ruto is more attuned to ruling by fiat in a non-transparent way based on his personal whims. He forgets that if we all choose not to obey the laws and follow established procedure, like he is promising to do in this particular case, the result will be utter chaos and deepening inequity.
The laws, rules and independent bodies,like the TSC, have been created for a reason.
