Just make sure you wash the ballon from the outside, flip it inside out and then use it. Some powder is put inside them so they don’t stick when manufactured.

There are food safe balloons that are made for food related uses so you can buy some of those instead of normal balloons.
careful, make sure to properly wash the balloon first if you want to do this I'm pretty sure it has toxic powder in it(although I don't recommend doing this even I you plan to wash it because it will still taste like rubber)

Usually fresh-from-the-factory balloons have a layer of talc powder along with some added chemicals from inside to keep them from sticking to themselves. Have fun eating those with your chocolate.
