Two-story ADU blocks views, frustrates neighbors

- Homeowners in Rancho Peñasquitos are reeling over a two-story accessory dwelling unit, or ADU, going up in their neighborhood. They told CBS 8 it’s blocking their views of the San Diego skyline.
“It’s huge, it just does not fit the character of the neighborhood,” said Casey Wahlstrom, one of the neighbors frustrated by the ADU towering over her backyard.
“It’s going to be even higher than what you see, they don’t even have the roof on yet,” said Wahlstrom.
She and her husband bought their home in Rancho Peñasquitos 17 years ago and they just recently renovated their backyard. They told CBS 8 the two-story 1200 square-foot ADU, which is the maximum allowable size under city guidelines, is ruining the view for them and their neighbors.
“I mean, this is not a granny flat. They could’ve built a 600-square foot, half the size,” said Wahlstrom. “But to build something that is so large and obstructing, you know. Our neighbors here had a lovely view of Black Mountain, and that view will be completely gone.”
The ADU under construction on Calle de Rosas was approved and permitted by the City of San Diego. It fits within the 30-foot height limit and 4-foot setback requirements.

Allowable Size, says it all: she's more than welcome to build her own ADU as garishly close to the neighbor as spite dictates; but 1st let them finalize their whole dream-eye-sore, then design her own. From uphill the ground level will make her ADU seem taller, if she designs it narrow and tall as spite dictates, it could keep her yard open and private, she could even have a roof-deck for high-ground.
They should build their own ADU higher than that one🎉

Imagine if her neighbor built a two story home and not an ADU? Either way, her view could have been blocked with or without an ADU. She can in the meantime make a higher fence and put some trees and umbrellas if she wanted to create privacy for her backyard easily.
That's not necessarily easy since that can cost quite a bit of money and then you have to spend time overseeing the construction. Plus, it's more noise and trouble for something that she doesn't really want. She wants her view and privacy back. She doesn't want to block out the sun and view even more with trees and a fence. That assumes the ground around the house can support additional trees.
When people buy homes, they buy with the expectation that conditions will remain similar for the most part. This ADU radically alters the character of the neighborhood in a bad way. It is a selfish move to build something like that without the consent and approval of neighbors.
Stop your are full of it. It’s one thing to expand a family home and another to turn a sfr into a condo complex

Everything is approved by the city , no codes were broken, when ppl go through steps abided by the city to properly do things , and still get called on , is absurd . This development alters the character of the neighborhood and severely impacts the quality of life of neighbors. It is incredibly inconsiderate and unethical to construct something so significant without the consent and approval of neighbors.

Maybe these ADUS would be less necessary if we had more Federally Funded Low Income Housing. Before 1981 we had enough subsidized homes that homelessnes was much less chronic for individuals and there were far fewer of them.
Reagan and the Republic controlled Senate severely CUT spending for low income housing. Homelessness increased dramatically beginning in the 80's and it's been a much bigger problem than it used to be ever since. Funding as a percentage of our Federal Budget has never matched what it was before '81. We need to be Demanding More Federal Funding for Low Income Housing.

The problem in San Diego is lack of housing which created the problem.There solution is to allow home owners to build multiple story Adu's with no parking. This in turn creates brutal off street parking .San Diego also is eliminating as much off street parking as possible.

U.S. net population is growing upwards of 3 million per year. Much of that from immigration. This is another effect of that. Expect even denser housing and larger ADUs. Super rich increasingly buy up surrounding houses and tear them down as a buffer. They see what's coming. For regular income people, adapt or move to elsewhere that still has more traditional residential zoning rules.

Yep. I got a student ADU built right next to me right up to the property line and a window looking down right into my bedroom. I walk around naked in my house all the time. Can't wait for the complaints and lawsuits to force me to do something (like be dressed) in my own house.

The ADU can be 1200sqft but only if the primary residence is 2400sqft. (50% of primary residence) That main house doesn't look anywhere near 2400sqft! I'd be really pissed too! That lowered their home value.

Our San Diego mayor and city Council are destroying single family home neighborhoods. I have a home where they have done exactly the same thing. These are not affordable housing units. In addition, several in our neighborhood, the college area, have painted them a bright white, and they stick out like a sore thumb. I wish the news would investigate the city government, all city council members and our mayor, to see if they have an ADU where they live and do they own investments in companies building these ADU. Again, these are not affordable housing units

I'm a liberal and registered with the Green Party. This isn't about NIMBYS. It's about Quality of Life issues. Ultimately, one solution to evermore people on planet Earth is the encouragement and facilitation of family planning. That means the availability of full reproductive services all over the world.
The other is to pressure the U.S. government to start aiding and supporting Democratic Self-Determination in other countries. This should be to allow them to control their own economies so that they're not continually exploited for their people and natural resources. The wealth of other countries should be staying in those other countries. Unfortunately, liberals haven't held Democratic Presidents responsible for doing that. When a Democrat is in office too many liberals go to sleep on foreign policy.
Anyway, when other countries are allowed to prosper more of their people will stay in their own countries and not feel forced to come here for refuge and opportunity. I'm not ant-immigrant. I just don't want to see America become another nation of a Billion or more people. I like green space and cities abd towns that aren't super densely populated. Why should every city be as crowded asTokyo or Shanghai?

This is the result of the City of SD’s exces densification and up zoning all residential properties within city limits. The enabling state law (SB9) established 16 ft height limit and greater set backs, but City planning dept and politicians “super sized” it. Only recourse is to elect more moderate mayor and council reps.

The issue is known for years. Ultra-rich wealthy people lobby the the governor to restrict housing and keep prices high so that way all the poor and middle class will leave. Once that happens they will clean up the place and turn it into Monaco and then only the ultra-rich will be able to afford it and no one else. Basically the rich want California all to themselves. The state that has the highest number of millionaires in the US is actually california. And don't tell me there's not enough room to build because Hong Kong can house all of those millions of people in a small geographic area.

If they required every unit to have off street parking for one car per bdrm, this would still be annoying, but it wouldn't be destructive to the neighborhood.
Now, if they also put a cap on the amount for which they could be rented, this would solve the housing issues. Without a cap, this just becomes another high cost rental that no one can afford.

@mawmxwellburns....Do you know how expensive property is in San Diego? They weren't talking to the Hearst family. They weren't at San Simeon. Plus, they bought the home without thinking about 2 story ADUS, like most people. It's hard to adjust to population increases like we've had in SD.
Actually, you do. If your views are obstructed, you can sue the neighbors because they made it hard to resell your property, resulting in lowering your price. This is a legitimate court case and I hope all the neighbors sue the pants off these inconsiderate a-holes and get rid of these terrible neighbors. Every terrible neighbor should be taken to court.

I don't know if the neighbors were intentionally being inconsiderate or not since the report didn't say anything about the homeowners talking to them about the ADU. It would have been nice if the neighbors had been more cobsiderate in the first place but, the city gave them clearance. This world is full of people doing things that can be interpreted as inconsiderate of others, including neighbors. I would've liked to have heard their side. I know CBS 8 knocked on their door but not everyone is always ready to talk to reporters at a moment's notice.
CBS 8 this is pretty biased coverage of this issue. I would also include urbanization trends. What do these homeowners have to offer in regards to housing solution alternatives? Otherwise this is nimbys complaining on the airwaves.
This is not a homeowner’s issue. We have a lot of people who believe they are entitled to live where they want; you are entitled to live where you can afford!

On the contrary this will help the home values because owners like to know they can make modifications to their property and land, and increase size of their home or build add on etc. While the ADU is not aesthetically built great it's also unfeasible to think you can prevent a neighbor from blocking the sky or some view in the distance several thousand feet away.

@@nobleliesactually, not all zoning laws came from redlining. Zoning laws are there to keep some areas primarily for residents and others for business, especially those of a certain size. Zoning laws concern what kinds of businesses can be near schools and day care centers. There also laws designed to preserve the character of a community. A restaurant owner in the small, rural town where I went to college couldn't paint her exterior pink because the Town Council didn't permit that color on commercial property. They didn't think it matched the town's New England setting I suppose. So, zoning laws go well beyond American white supremacy.
