The LAPD Swat are cool, if you can find one, can you try an LAPD bike patrol? There's a small amount of LAPD Bike mods. So you'd prob just need a cop bike with LAPD bike cop uniform. And I mean like bike, not moto cop.

I've used alot of mods but yeah i've yet to see one that does that without siren activation.
