I would suggest the "Town" where the unseatable Jeep is located is/was built simply for the cruise ship passengers. It's like a "Main Street U.S.A." >> a fake place for spending money and supporting the locals.

I was in costa Maya in 2006 and it wasn't much but a port where the cruise ships stopped and you could swim in the pool and buy stuff really cheap . It's definitely changed and they have added a lot more stuff but most people don't go outside that area

Y’all must have gone on an off day. When we were there we had 5 ships at port. Also, pro-tip. You missed out by not trying those Cheetos in Costa Maya. The Cheetos from Mexico are superior and amazing.
