That is a tough question.... i dont have a solid 100% answer.... that is always depended on the mission, how spread out you are and how much income you are bringing in. Maybe 1 per 8 businesses built but really you just need to watch your buildings... if they are always full and the items are not being moved along or to port then build more teamsters, but if you are losing money based on your economy screen then the first thing I check is how much I'm spending on teamsters and pausing a couple teamsters buildings if I have too many.
