One of my favorite things about this scene is the guy immediately assumes SHE did something wrong and doesn't even consider that it was his own fault that Columbo got tipped off because he's so confident that he's got the Lt. fooled.

That's really funny. That could have been hidden in an edit instead of having a continuous shot, but I'm guessing they didn't have the budget to film a lot of different angles.
They wanted it to be a busy garage, but a lot of garages are actually pretty quiet unless it's a shift change. There isn't a constant stream of people because that wouldn't make any sense. The goal of being there is to enter the building and there's only so many people doing that.

The guy who plays the forensics expert here, I remember him mostly from the comedy cop show of the mid 1980's where he played Inspector Sledgehammer. He has aged around 11 years older in this episode since then. Colombo's real life wife has also visibly aged from the episode where she was the girlfriend of the chef and food critic who tried to poison Columbo in the 1978 episode "Murder Under Glass"

Cannot figure out how Shera Danese fell for Peter Falk to become his wife. You can see the huge age gap between them. She still looks relatively young while Falk looks like an old age pensioner. That being said I considered this episode to be just average for the 1990's Columbo remakes. The forensics expert I recognised as a decade or so older Inspector Sledge Hammer.

I think it was more the way he put the dish of sweeteners near her. It was more familiar and confident to invade her space on the tabletop than it might have been if she was a random wife of a suspect. Something about his demeanor which suggested familiarity.
