Inside South East Asia’s Criminal Empire

  • In this video, Crisis Group's Senior Adviser for Myanmar Richard Horsey discusses organised crime in South East Asia's Golden Triangle.
    Myanmar’s Shan State and northern Laos’ Bokeo province have become a contiguous zone of vibrant criminality, much of it beyond the reach of state authorities. The Mekong river, which bisects the zone, is also an axis of geopolitical competition, complicating efforts to combat organised crime.
    The sheer size of illicit businesses, which dwarf the legal economies of both Shan State and northern Laos, means that they have an enormous local impact, entrenching corruption, weakening governance institutions and damaging community bonds in both these areas. The effects ripple throughout the region and beyond.
    Though geopolitical competition between the U.S. and China may get in the way, a coordinated regional approach to addressing criminality should be a top political priority. In addition to intelligence sharing and joint law enforcement operations, interested governments should work together to address underlying governance and socio-economic issues.

    I tried finding online a way to book a hotel at this casino and seems impossible even Tripadvisor came up empty .
    Seems like this place is even less popular then North Korea for tourists

      You must be either Chinese or be accepted by the Chinese Drug lord himself before you can enter it's gates. Just rode a bicycle past it on a long tour. Spent some time in Tompheung meeting the workers in the camps outside it. It's absolutely disgusting what is going on in there. jing jing, na.

      @@abdulfattah4276 You can't get in. I just finished a bicycle trip from Chainag Mai to Bankgkok and spent quite a bit of time in the triangle on the Lao side in Bokeo. Spoke with many people in the work camps outside the gates, then continued up the river for many days on muddy tracks in the heart of it. Met traffickers on the river north of that infernal Chinese city from hell. You can go near it but cannot enter unless you are Chinese or get permission from their ruthless leader there. With the traffickers on the river north, we never talked about anything. They just thought i was some weird goon on a bicycle lost. Weird goon but not lost most of the time. They let me pass without issue, covered in mud and thrashing, they knew I was no threat.
      There are no foreigners up there, i was on a burly mountain bike with my tent and such, the only way up river as they have stopped boats going north of Tompheung and Bang Mom, to keep it running. Wild place but the local tribes were great as always. Did I get lucky? I don't know but I won't go back. I've been up there a few times over the last 24 years, my favorite country to ride,until now. It is some of the best bike packing in Asia. I learned a lot of the real destruction by the hands of the Chinese mafia there. It's far worse than anyone understands and the local Lao and Burmese are paying for it with their lives. Brutal end times for many in Bokeo. Very very sad to see what I've seen in the last months. It broke my heart to see it first hand.

      You can go there, but no online booking. Bring Yuen with you. Watch your back. You will be surrounded by wolves. There are no laws there so don't give anyone a reason to hurt you, because they will, and they will get away with it.

      Yes it's in Laos, it's a very clean casino, but the area is very dusty from all the construction. It is quite surreal to go inside from Laos, there are ppl driving around in Rolls-Royce, porches, Ferraris, and brand new taxis that look like something you would see in Tokyo, that are also building a Disneyland copy. Very weird, didn't gamble as there was no blackjack

    Love your work.
    I am writing a short story about the region. It's scifi, but real places and situations make y story so much richer. I hope that someday more people will learn about this issue.
    It seems to me that it will follow the path of Miami. New buildings, bars, businesses and then buying/making their own banks.
    Then, perhaps, the governments.

    Sihanoukville in Cambodia is/was the same; Chinese built casinos everywhere, Chinese language signs everywhere. I was there is 2017 and it was horrible. I think the Cambodian Govt have put limits on development since then and got rid of some of the more dodgy operators.

      True. In my country we face all kind of scams and it is growing. Peole who used to work with these gangs often told there were companies operating around Laos, Cambodia, and Myanmar borders in the casino buildings, ran by Chinese mafia.

      Because there are so many other people doing it daily. This on the other hand is rarely mentioned or investigated, and definitely not by the local news. If he doesn't report it, who will? You? I highly doubt it
