Honestly I think the police man (forgot the name) is the best because first you get 300 kills which is quite easy and then you have a gun without buying it and you spawn directly next to the gangster hangout. And then you just farm for money

I think the best characters are mayor and alexia since mayor you can easily get cash even tho his energy is low you can upgrade it in the hospital I think. Alexia is probably the best for getting bill and mayor since you can do a short cut on the snow bandits cave and you can use her special abilty to walk through walls and easily so things
