5:21... that Austin Powers impression...
The UK (as far as I know) uses PAL which has a standard of 25 frames per second. So if they record in 50 frames per second and stretch it out to 25 frames per second, it effectively halves the speed of the video, while still making it appear smooth.
Today's "Slow Motion" cameras capture thousands of frames per second, which allows us to slow video down dramatically without affecting the "smoothness" of the playback.
These cameras are extremely expensive however.
