Yes. The bolt is ever so slightly too fast for sim4 and unloads the modules before they reset. You need to shorten the pulse into the input to be around 8gt instead of the full button press. This can be done with a fence gate and observer facing into a repeater on 4 ticks.
It a little bit specific to you whether or not it works for long distances. If you have issues, try shortening the input pulse to 4 Redstone ticks with an observer and repeater.

No, your most likely issue is that your reset repeaters are not on 3 ticks.
