About vocal, you said it's similar to Dir En Grey, such vocals are typical for Visual Kei, I beautiful clean vocals with high notes and some screams/growls. Of course not every Visual Kei vocalist singing like that, it depends of Visual Kei variety, there are a lot different and also you can find many music genres, of course lighter bands don't have harsh vocals, also sometimes clean vocal is kinda weird, intentionally. :D The Gazette is Koteosa Kei and Loud Kei band, Dir En Grey is I think more like Kote Kei (darker than Koteosa Kei) and Loud Kei.
This song was released in pandemic and was meant to help fans, is about depression and isolation, but there still is hope and everything will be better in future, so you felt it correctly. ;) Ruki's vocal is incredibly emotional, you can feel everything, like you said, his voice is like feeling.
If you want to react to more by them... Such heavy music they started playing in 2015, but I really want to recommend something older, song "Dim Scene" from their album "Dim" from 2009, there is amazing live performance from 2014, even with english translation of lyrics (I recommend that, Ruki's lyrics are always deep and amazing). Maybe this song is not such heavy likr these heavy parts from "Blinding Hope", but is beautiful, dark and atmosphere is very heavy, and that live performance is just amazing. I hope you will react to it. :)

Ich hab voll mitgefühlt, ich hab sehr ähnlich reagiert, als ich diese Performance das erste Mal gesehen habe! 😄 Wenn du Lust auf weitere starke Lives hast empfehle ich: Deux (Dogmatic Final Live), oder The Mortal (Ninth Live) oder Dim Scene (Pulse Wriggling to the Dim Scene Live).
I recomend Falling, Undying, 13 stairs, and Filth im the beauty. The live version is pretty cool too! Specially por 13 stairs❤
