This is not how a person should be taught physics. Once a person understands the concepts, solving problems becomes inconsequential. The way he is asking students to study is the way clerks are trained, not engineers or scientists. In real life, you won't be provided with a well-written question. Instead, you will face a problem and then have to formulate a question that addresses the specific problem. After that, you will need to find solutions to the problem. In professional life the most important thing is to learn how to ask the right question.
