If/when Leon beats belal they will both have defended their belts 3 times. Only Leon will have defended it against welterweights. Islam will have defended against a featherweight x2 and a legit lightweight. Leon would have a more of a claim to moving up than islam.

Leon has been around for a while now, beaten a lot of good fighters, beat one of the best welterweights of all time in Usman, twice and become welterweight champion. He's defended it twice as well, about to defend it for a 3rd time. I think if he can do that and then move up and become a double champ, it would be a hell of a way to go out.
