100% whoever owns it. Doesnt necessarily mean the person filming. They could be using equiptment provided by the league or stadium. So just who ever or whatever bought it lol.

That extra 45 ft of chalk down the 1st base side is there for the sole purpose of giving the runner a path that won't get them a concussion in the case of a bunt or short hit. Besides that line, they have an additional 3 ft of leeway from the base path to avoid tags or interfering with a play on the ball or throw. If you want to give up because that is sooooooo complicated, you do that - but for those of us that can comprehend all two sentences of that rule, this is a great video.

The key is "a straight line from the runner to the base". If you watch the video, the runner's right foot is on the chalked baseline when the first baseman attempts to tag him. He ends up with both feet on the grass, a good 4 or 5 feet away from the baseline established at the point when the first baseman attempted the tag.
