I don’t remember if it’s explicitly stated in the game, but considering Inazuma is based off Japan and many of the characters with animal features are based on Yokai, I’m gonna assume Gorou is an Inugami.
And no, not all the guy animals are dogs and not all of the girl animal characters are cats. The animals they are, are based on the yokai they are based on in real world mythology.
Also, Gorou is a 4-star Geo support character, who is actually EXTREMELY helpful if you have a team full of Geo characters. So he would go great with your Navia.
And hence why he’s usually paired with the next character you’ll look at.

He plays as a support that buff geo character.
You can currently get him if you complete the even that is now up.
Before you ask,if im not wrong he does not work well with navia.
In all regards if you buff geo you buff Navia
