Bro, desktop board h61 , i measured vcore present while cpu is not inserted, then if inserted cpu, vcore voltage is gone, vtt is there and all present. Any thoughts

First try changing the CPU. If same issue then check impedance of vcore coil when cpu is inserted you cpu may be short
