Well there are some exceptions to that rule. For the example the old VS Seeker told you to reveal the supporter to the other player and the current one doesn't but it's still legal even when the text doesn't match.
Tommy Le the reason being that your discard pile is not private knowledge so whether you reveal the card or not doesn't necessarily change the outcome.
You might be able to, if it is a expanded tournament you can but if it is a standard tournament you CAN'T. The cards have there original set symbol thus most of the pokemon like Rayquaza, Zekrom, Victini, Keldeo, and Blastoise have rotated out of standard.
Does anyone know where you can sell cards online? The only place I've found is Troll and Toad who isn't buying VS Seeker rn, and I'd rather not buy this if I can't sell those VS Seekers

No the symbols on the cards stay the same being boundaries crossed, thus they stay in expanded.

Depends on the tournament. If it is expanded, yes if it is standard, no. The symbols stay the same on all of the pokemon thus they aren't a reprint.
