The beach of Varna is not really a "beach" compared to Bulgarian standarts even, thats why. Just go somewhere at the southern resorts underneath Bourgas like Kiten, Primorsko, Sozopol, Lozenets, Sinemorets etc. Also I wont agree about the seatbelts. I dont and havent seen anyone who doesnt wear a seatbelt. If anything police is everywhere and people obviously prefer to avoid getting fined. Still could be like that in Varna, people there are a bit different in culture than the ones in Sofia for example. Varna also has a lot of Ukrainians and Russians which are pretty different and aggressive compared to Bulgarians.
The "beach" of Varna is not only one, so you can't speak for all of them as a whole. Regarding the cleanes of the water in the Black sea you can't judge only from the visibility factor. Today the water is much cleaner than years ago. But there never will be a visibility as in the Red sea or in the Carribeans. So enjoy what you have.
