Compare this to numerous times people have survived the Kamehameha, when they were of similar power: - Vegeta (Kaioken x4 Kamehameha) - Frieza (Goku’s Kaioken x20 Kamehameha) - Piccolo (Kamehameha, 23rd WMAT) - Tien (22nd WMAT, however a technique was used) Etc If you expend more ki, you can increase the power - but this applies to all attacks. Saying the Kamehameha or Special Beam Cannon flat-out does more damage is false. I don’t think either of those techniques surpass the Kikoho in that regard. It also wouldn’t make sense for Tien to use the technique against Nappa if it were worse than the Kamehameha, or the Dodon Ray. Especially since the cost is so much higher.
It was Shin Kikoho (jap. shin = new), which Tien modified to optimize energy used and to allow constant use. And it seemed like it had more of a throw back format, rather than injure and deal damage. Which the latter would be useless against Cell.
I would suggest watching Helsing ultimate abridged the guy who voices cell voices Alucard it's a much more darker and cruder with its humor but it's still really good

For anyone interested (and its highly unlikely anyone will see this as its been many years since this video), in the dragon ball wiki it says that Tien power level around the Cell Saga was 800.000 Thats not even a million, not even Frieza Second Form, and yet, Tien is able to stop Semi-Perfect Cell (Who is stronger than Piccolo fusion of Nail and Kami, and that Piccolo was way stronger than a normal Super Sayan) So, the gap between Tien and Semi-Perfect Cell is gigantic, Cell could just punch Tien and probably kill him like that, and yet, the Kikoho is capable of keeping Cell in place and not letting him move, so just imagine if the Kikoho was used by someone way stronger (Goku, Vegeta, Gohan, etc...) The destructive power would be incredible (Like, imagine Super Sayan 2 Gohan using Kikoho against Perfect Cell how much damage would Cell take)
The thing about the Ki ko ho (tri-beam), is at its full potential, it's a much more advanced technique than the Kamehameha, but it doesn't just pull from one's ki, it pulls from their stamina. That's what killed him when fighting Nappa, he put everything into that blast.
