Maybe King Hezekiah paid the other king gold and silver, but it was not enough to satisfy that other king, so he came to attack the city. It doesn't say he paid the full amount that the other king demanded.

The author, on the basis of literary criticism arrives at the conclusion that there were two versions of the Jewish bible in the two kingdoms. Upon unification the two versions were merged by the extremely simplistic means of combining the text !
Except most of the bible except for a few books Amos, Hosea and Micah were written after the fall of the Northern Kingdom in 723BCE The Northern Kingdom was obliterated by the Assyrians, there never was a united Monarchy.
