Easy, American taxpayers. Half of America is fine with corporate welfare. It is the kind that helps people that is the problem. It's declining for a reason.

No one except mother nature will deal with the abandoned wells. It's sad.
They won't remain un used. Ancient oil wells that were ran dry, after years of none use, now are completely full again.
The people and the Corporation$ who benefitted the mo$t $hould pay for it.
Why should that be a worry? The public who bailed out the bankers will do that. They must bail out the non tax paying conglomerates, all the time.
Oil is Abiogenic. Created as a natural process of the crust/mantle churning. The result is that oil seeps back up after a series of cycles of abduction. All it takes is methane and limestone / heat/and pressure to make the oil. All recipes found below the crust.
Who will or who should. The oil and gas industry should of course. My fix is rather simple. IF an oil and gas company wants to drill require them to plug a few 100 or 1000 old leaking wells first.

This is not just usa, entire world will start seeing this problem, unfortunately, the taxpayers money goes into all clean up stuff.

Mother nature! In your home town there was a large firm that duga huge pit in the clay on there property filled it with gravel and dumped all of their wast oil in it! After it closed no one would buy the land because of the environmental clean up required. 50 years later it was sold but when the new owners did an inviromentle assessment there was no oil. Natural emzimes had ate it all!

@Fido-vm9zi in the mid-70s, two carbon containers fell off aship and broke open in the mid Pasific. They dumped 80 tons of plast bathtub duck into the ocean. In 2 years the ocean had eaten them all!
I was wondering that if there are hundreds and even thousands of wells in an area it means there are huge oil reservoirs underground there and a lot of oil in them are remaining that are leaking to surface so what if we drill a few new big wells we can drain most of the oil and gas remaining there and almost no oil and gas will remain to leak. Oil companies can easily measure the volume of reservoir and exact locations and dimensions of them to do this job.
Unfortunately, that wouldn’t work. As a rule there are no oil remains around abandoned well to justify the cost of drilling of a new wells.

This guy sounds like a Democrat.. I'm looking at this as research because I'm wanting to invest in oil Wells. Buying a property mineral rights and oil Wells. I hate electric cars did I forget to mention that. oil is a natural resource. And as a Republican I firmly stand behind our natural resources including coal
