Florian Cravic (aka Bernie Crane) is probably one of the (if not the) most underrated and underutilized GTA IV characters. It is quite sad that we (as Niko) can’t hang out with him, since, compared to other main characters, he is only one, who could relate himself with Niko (both participated in the Yugoslavian War, both were from the same village, both hate Darko for betraying their platoon and comrades, both having problem with this betrayal).

Roman and he try to get Niko to move on too. He'll tell Niko he's proud of him for not killing Darko if that choice is made. Sparing Darko is the right choice because he wants to die. He deserves to wallow in his self-pity for the rest of his days.
