Issei wasn‘t born with a quirk and got bullied because of that. Bakugo told him to jump. He was close to, but he did not. He meet All Might but he told Issei that he needs a quirk to become a hero. Issei saved Bakugo (liked Canon), but didn‘t get OFA. To escape his bullies he goes to Kuoh. Issei isn‘t a pervert. In his first year in Kuoh, he was a loner until the perverts (I forgot their names) started to talk to him. Issei was called out to be a pervert, because he talks to them. Everyone started to stay away from him and he got flashbacks of his past. In his second year he meets Raynare, she asked for a date, but he rejects her, because of his angst. She kills him without a date. And the rest goes like canon. Expect: He developed „Balance Breaker“ through his strong will to protect the ones, who helped him. Everyone knows that he was bullied, but they think it was very less harmful.
