@EBloxy I know that Rome was the best civilization at its time, but between a direct comparison between Rome and Sparta as a civilization? I would say Rome is the better one, though I can't really make a thorough analysis why, I do know that Rome was built at a better age where technology was more advanced compared at the age where Sparta existed.
