Have you ever read the Colorado Mountain series by Kristan Ashley? I love them they can be read as standalone but I think they are better together because all of the mains from each book are connected to the mains of the other books. I love love love the characters and the way there relationships form. Also if you listen on audio the narration is great as well. You have great romance and kidnapping, murder, corrupt law enforcement.... everything. They do not disappoint!!

Do witches count as paranormal? I think "The very secret society of irregular witches" by Sangu Mandanna might work for you. There's definitely a mystery, its definitely cozy and there is a romance aspect. I actually pretty liked it (however, I wasn't a fan of the MC romance partner so the romance was a little bit of a miss for me - It might work for you though). I think I gave it 4 stars.
