Each of these ninja were legends in their own right, but which of these ninja is the absolute best hokage ever? Who really deserves to claim the title of best hokage and what should be the gold standard for judging how good their tenure as hokage was? Tobirama is the best Hokage and maybe the best Kage all around.
He established the ninja system, acted as voice of reason to his naive brother and did so much work.
He also shared his administrative work with other villages and they became stable and strong too.
Tobirama even figured out the Uchiha issues and why some of them go mad. He gave them jobs and exclusive control over law enforcement so they could be useful and work with the village.
Unlike what some say, he didn't segregate them. Danzo did.
Tobirama was the best Hokage.
Tsunade was an incredible Kage, administratively speaking. She made unprecedented peaceful relations between the five villages in terms of quality of that peace, she handled extremely well the Sasuke/Naruto whole situation, she was handed a Konoha in a brinking destroyed state, arose when everyone needed, she handled a term trough an Akatsuki plan era and under her term they were eradicated, she was the one who sought the Shinobi Alliance and when it formed she was the one who mostly led the Five Kage amidst the shinobi war, she defied the great ancient elders' way of the old administration, kept Danzo on a straighter leash than ever before, honestly sought real true alliances like no Kage ever did before (like Hashi), and in the terroristic Konoha Pain's surprise atomic bombing incident, she quickly reacted and, in an outstanding move, singlehandedly kept almost everyone who was still breathing alive, by comatosing herself. If you think about it, that's not too shabby at all for a woman who was considered too drunk, emotionally weak and a gambler to be even considered originally as a Hokage successor.

I respect your decision. I probably would have gone with Tobirama. But with all of Tsunade's accomplishments and the fact she had to be the captain in the most turbulent times Konoha has ever seen. It makes a lot of sense.

He never hated the Uchiha like Danzo. He never sought to exterminate them. He did not isolate them. He was just very cautious about them.
Danzo took things to a whole different extreme. I think he used the Uchiha as scapegoats to increase his influence in the village.
Tobirama may have had his worries. But I don't think he ever wanted the downfall of the Uchiha.
James Toombs Tobirama treated the Uchiha much better than Danzo did but I feel like he could’ve built a better relationship with them which might’ve been able to prevent their downfall but in the end, it was under the rule of Hiruzen and Danzo that allowed the Uchiha to be eliminated. My Hokage ranking in terms of how well they ran the village would prob be like
1. Tsunade
2. Tobirama
3. Naruto
4. Hashirama/Minato (they both weren’t Hokage for long but the village was stable under them)
5. Kakashi
6. Hiruzen

My Hokage List is similar to yours. I would go:
1) Tobirama
2) Tsunade
3) Naruto
4) Kakashi (Under Kakashi the village progressed a lot. Even if he was reluctant and depended a lot on Shikamaru, maybe it was smart to rely on Shikamaru if it turned out for the best.)
5) Minato (Died for the village. Not a lot was accomplishment, but a lot was prevented.)
6) Hashirama (He started the village, but his relationship with Madara and him selling the Bijuu makes me feel like he is a bit naive. He had great intentions but ignored the true nature of people. Then he died so early, he never accomplished much.)
7) Hiruzen (No explanation needed. Lol)
Dubu wouldn’t say fear, more like cautious of them. I think primarily because of his Senju upbringing, being their biggest enemy in the past and ofc their threat thru strength.
Tobirama will always be my favourite Hokage but you make a great case for why Tsunade is the best. She really did terrific work. 😍
@@pope7056 He was definitely racist, but I don't think he despised them. I think he just feared them, he was a bit of a control freak. He even corrected the misconception that the Senju are a clan of love, and the Uchiha a clan of power, when in fact that the Uchiha feel greater love than any other clan. He was racist in that he hated multiculturalism, he wanted every clan to assimilate under one identity.
Seregen XD no he wasn’t. He gave them a job they’d be good at and he didn’t segregate them to the outskirts of the village. That was Danzo and technically Hiruzen. He was cautious of them as he should have been. Look at what some of the most powerful uchiha did. The exact reasons he listed to Sasuke were damn near the same reasons madara, Sasuke and obito went completely rogue.

Hiruzen is by far the worst. As for the best it would have to be between Naruto or Tsunade IMO. Both took Konoha and restored peace and stability and both created strong bonds with other villages.

I will say that Tsunade & Kakashi are definitely the Hokaga who endured and overcome the worst cases of PTSD.

Tobirama, he did the most for the village. The Village benefited the most from him. He did make some mistakes ( mistreating the uchiha's ) but besides that I think he was the best hokage.

Facts!!! Everyone hates on Tsunade because she didn't destroy pain by blinking or something stupid. The naruto fandom are like Orochimaru. They still don't understand it's not about how many jutsus you can master it's about having the guts to never give up. It's also about putting your life on the line to protect the king and Tsunade constantly bet on future generations and was always looking to put her life on the line for others. The fanbase is so stupid when it comes to discussions of value in the series and "usefulness". They lack basic understanding and reading comprehension skills. I loved to see them plan to win a war without any medics or survive an attack on the village with just a powerhouse of jutsus as leader.

The great Tsunade is the best Hokage. Though the first, second, and fourth could have possibly pulled of something similar in the pain arc, but with more risk. While the second and fourth couldn't teleport everyone in the village the could have teleported all the threats away from the village. They would both have the same level of difficulty though as the second is slower than the forth, but his sensory skills are better. As for the first his abilities just makes him perfect to combat any threat as well as provide protection same goes for Naruto. The others would be able to provide a good combat, but losses would be inevitable.
Hashi could have taken the whole fucking akatsuki much less pain and Mina to is stronger than sage naruto and if he needed to he also has sage mode and is a perfect t sag

Now I agree that Tsunade is severely underrated, and I generally say that Hashirama is overrated, but I find it pretty difficult to parse Tsunade over Hashi. Hashirama founded the village after becoming the strongest tribal leader so he could bring peace to the world. While that wasn’t totally achieved, he still ushered peace that the world had never seen. He fought and killed his best friend who was the strongest shinobi in history going 2-0 against Madara, and he won the trust of every nation (that wouldn’t exist without him) by handing out the bijuu. Tsunade may have been the best at maintaining stability, but Hashirama founded stability. Anyone whose successor is Sakura has a heavy burden in convincing me they’re the best.

Like fr before rewatching the original Naruto series I had thought Tsunade was a cranky uptight woman that was Naruto's grandma but after watching the series again I quickly fell in love with her character and found out the actual reason why Naruto kept calling her grandma lol. She might just be my favorite character now

Tsunade was the only hokage shown to be able to protect every one in the pain scenario at the time. Naruto could do the same but It would be after he became friends with kurama and share his chakra to make a shield like he did in the war. They are the only two hokages who could've done something that would immediately be effective against an attack like that.
Also to note why Tsunade ended up in the coma was because she released her second strongest regenerative jutsu being mitotic regeneration through each katsuyu clone simultaneously upon doing some healing prior to the real intent pain had in mind. Just pointing that out there.

Yes it was Pain who brought all those who died back to life BUT it was Tsunade who protected their lifeless bodies from utter destruction from Shinra Tensei which allowed for their souls to have bodies to return too.. Also, aside from those who died, Tsunade managed to reduce the body count at a maximum, allowing those who were on the verge of death - (such as Ibiki, Choza, etc) to survive..
Those were the ninja she didn't give all of them one because she was more worried about the villagers and that they could handle it that's why she didn't give kakshi one

Tobirama is the best hokage, chunin exams, anbu black ops, gave the uchiha power by making them the Official police force of the Leaf. Created the Unity between all the clans of the leaf. He made everything stable and all every hokage after him had to do was to keep the stability.
When you mentioned the fact of Minato and Tobirama not effectively being able to teleport everyone away made me realize that Naruto could definitely effectively teleport most people away if he knew the Flying Raijin. He's got the most chakra of any Hokage and can create thousands of shadow clones. Plus Naruto is definitely capable of learning the jutsu as effectively as Minato did if not better or a little worse depending on how much time he had. Plus he has Sasuke as backup, none of the other Hokage had that level of backup on their side. Naruto and Sasuke could pretty much single handedly defend the vilage by themselves from all the other villages combined. But, I do sorta agree that Tsunade was the "best" Hokage. She was pretty much just in the right place at the right time for what the plot needed in those situations

In terms of battle strategy, IQ, and quick thinking/acting, Tsunade was hands down the best Hokage also thanks in huge part to her Hundred Healings and Katsuyu's Immense Network Healing, she was more capable of healing and supporting her villagers while having the courage to put her life on the line. She was not a major powerhouse, but she was at least Kage level in skill, obviously, and at the time she had Naruto, Kakashi, and, say, Might Gui, to do the intense combat/eliminate the threat while she takes care of the villagers. The Hokage considers the entire village family and her healing abilities resonate with that idealism more than any other Hokage.
IQ? She’s nowhere near the astute genius that is Tobirama. The man who would talk sense into his naive older brother, the man who created the Shinobi system in which other villages would follow. Under him the Uchiha weren’t exterminated

Minato was the best ever Hokage. He stopped the Kyubi from destroying Konoha and defeated Obito with one rasengan. He then sealed half of the Kyubi inside his son to keep the power balance and for him to use it to finally defeat Obito. He also stopped the Kyubi from being released and got Naruto through the Pain fight. There were no wars under his reign and he even stopped the entire shinobi alliance being obliterated by the Jubi.
There were no Wars under his reign coz he was Hokage for just couple of years or something 🤦🏻♂️
Actions after death in Pain arc & War arc aren't countable given he wasn't Current in charge Hokage then.

Minato is the best Hokage because he paved the way for Naruto. Sealing the Kyubi inside of him paved the way of how we see Naruto today.
I almost agree. The only part I don’t think was given enough credit for. Was that tsunade was effectively the granddaughter and great niece of the first two hokage. So she was given more honor by other villages due to her lineage. She did step up well, and was amazing. But I don’t think she would have had that chance if she wasn’t trained by the third, and related to the first two. So they deserve partial credit for her success.

In regards to tsunade being the best hokage for pain, All minato and tobirama had to do do was teleport pain away from the leaf village before he destroyed it and noone would have needed to be healed.

In addition, Tsunade played a critical supportive (nurturing) role to many of the Genin that help to enhance their overall development as individuals and ninjas. Naruto saw her as granny, Sakura became an accomplished ninja, Ino was able to advance her Clan's renown skill as a result of training with Tsunade, Lee walk again and She encourage Hinata before heading to war. So I agree she was the best Hokage Ever.

Hashirama can't be the best hokage because he was the first. He crated the village and was powerful but other than that he didn't really do a lot and Tobirama just sort of guided him the whole time. Hashirama created it but Tobirama built it up. That being said Tobirama can't be the best either because even though he was incredibly smart and powerful his bias against the Uchiha led to genocide and literally created a second Madara until he lost to Naruto and changed his mind. Hiruzen wasn't terrible but he let his emotions cloud his judgement (such as not killing Orochimaru) and when he finally tried to take action it was too little too late (such as when he wanted to open negotiations with Fugaku when the time had looooong passed.) Minato was powerful, he protected his village and all but other than that we haven't really seen what else he did because he wasn't Hokage that long, though he did pay the ultimate sacrifice to protect his village as a Hokage should so there's that. Kakashi was an excellent Hokage as well but he only became Hokage officially to save the life of some chick he loved and was supposed distraught over losing his Sharingan and to me that's a bit pathetic. He was already a badass before he got his Sharingan so that just kind of annoyed me. He should have been more mentally sound as a Hokage candidate. Naruto automatically gets disqualified because come on,he the main character, of course everyone is gonna love him. And he does do a great job BUT I don't agree with some decisions he's made (not gonna talk about them because manga spoilers,) but I don't think all the decisions he's making are smart, especially not at such a...intense time with the way things are going with his enemies and Kawaki and Boruto. Everything you said about Tsunade was spot on and I agree with it 100%. Tsunade for the win.

You know Tsunade had Shikaku who was almost as good as Shikamaru and also her medical assistant and also the help of Jaraiya and Kakashi. They were quite good. When they first met, Naruto was still a big-mouth squirt. But instead of suppressing his audacity and just squashing him, she allowed him to mouth off and challenge her. She was grooming Naruto for the audacity of titanic leadership. She always knew that Naruto's development was vital to the survival off the Leaf, and made every right decision in Naruto's growth.

Hashirama is the best Hokage ever!! He ushered in an era of peace where children actually lived to become adults. And this was not just peace in the newly established leaf village but peace all over the world. He organized the ninja world as we know it and greatly decreased the number of deaths and wars. He appropriately handled the Uchiha problem until Tobirama screwed that up. He literally dominated the ninja world and told it to calm tf down and chill out and it did. Now that's a boss.
To be honest, I think he's even stronger than Naruto. He could handle Kurama and Madara at the same time without getting in trouble. He's coolest one among all Kage!!!
