If you want to keep with the +1/+1 counter theme I would recommend Tribute to the World Tree, as well as Court of Garenbrig.

Tidal warrior is so good. It will tap giving an island wall outlet and when it taps it can trigger a 1/1 merfolk if the other card is out
I’m adding Kiora the Crashing Wave. Yes I know she isn’t “technically” a merfolk, but she’s so on theme. Plus she does everything I need her to do:
Is there an opponent with a huge problematic creature? Well she can lock it down until someone can find a more permanent answer.
Short on cards and lands? She’s got you covered.
Need a way to consistently get out a bunch of big creatures to attack and defend with? Kiora’s your gal. Just keep her alive long enough to unleash her ultimate and you’ll be cooking with gas.
If you’re throwing in Stormtide Leviathan then maybe consider Archetype of Imagination. Gives all your stuff flying, turns flying off for all your opponents meaning Stormtide Leviathan says they just can’t attack period.
