Writer made it ambiguous so it can be interpreted both way. Ellen goal is not to simply watch but to learn about proxy. Since the plot lose relevance due to it being a dream on top of being tired from commission, she fell asleep.

To his defense, while it could be taken as flirting, it could also not be. It was smart of Wise yo ere on the side of caution lest he misinterpreted.
