The problem with this is that, if the Bard was the one doing the roll, it just wouldn't count at all. The dwarf player actually has to do the roll for it to count for his saving throw.
Since vicious mockery is a saving throw spell rather than an attack roll spell, and thus the only d20 roll would be the saving throw, that means that the "nat 20" could only be referring to the Dwarf's saving throw. So my headcannon is that the bard has no idea how his spell works and thinks hes annihilating the Dwarf's self esteem, when in reality the Dwarf could not possibly be more unbothered.
I assumed it was a House Rule. Like: You can roll a performance check to see if bardic abilities like vicious mockery crit, but the target can counter with an appropriate skill. Sounds like something a DM who was tired of having cutting words or the like wreck encounters.
Bard was so focused on the Dwarf, he didn't realize he was led into a trap where his height was a disadvantage. (as a short gal, I HAVE done that to a tall friend)
But during his vicious mockery the bard forgets that the dwarf is packing HEAT! After the mockery song is over, the dwarf simply drops trousers and the bard takes one look and loses his voice. RIP bard.🤪

And I'm also fairly certain it's the only edition Vicious Mockery is an attack roll rather than a save roll.
