When you measure how much material you need, you need to account for the thickness of the frame (because the frame is wider than the actual picture). So you need to add the corners that your mitres add to the thickness. I couldn't think of a clearer way to explain that in writing so I hope it makes sense
How do you attach the art to the frame?
With screws in the corners at the back, where the support pieces are, I would also do double sided tape

Under $10 for both frame 😮 In the UK, wood is so expensive. I bought 12, 1 meter sticks, each just 0.5cm wide. It cost me over £40 so about $55.
Im not sure where you shop, but going to places like InExcess is great for cheap wood
