No he didn't to him at that moment in time he was ignoring his real self and was still very repressed by the environment he grew up in. Also even though he is obviously in love with Ben and meant to be with him he was scared of everyone and especially Stuart's reaction. However I do believe that he shouldn't have proposed to Whitney as it would and did make things worse as she attacked him about that video that Leo found of him in a few weeks ago. Even though she should have known that he would never be able to do anything like that. Which I guess further proves my point that Ben and Callum are perfect for each other because when Callum told Ben about it he instantly believed that he didn't and would never do anything like that. But again yes he should not have proposed to Whitney. She however can't use it as an excuse for how she acted towards him because of the video
