In the MCU Hella is Thor's HALF Sister and Loki is their adopted brother. There is a lot of theory to why Loki looks so much like Hela. I like to think that Odin gave him this appearance because he wanted to use him like he did with Hela or just because he felt guilty of how he raised her.
