answer to the "more ka phankha" ., "Kavadi" we call it in south .
It is a sacred offering to lord muruga by devotees for fulfilment at the temple they wished in this case it is Palani Dhandayuthapani temple ( you could have witnessed the holy place , if you did not divert right at oddanchathiram towards dharapuram)
Kavadi is decorated by peacock feathers believed to be the vehicle of the lord , just like your trusted baby Slavia :)

They are pilgrims and going to Palani. One of the sacred places of Lord Karthikeya(Murugan) out of 6 places(like in Maharashtra there are Ashtavinayakas).
