Here is 2 ways to obtain overload
1st method is after getting normal overload (1/500 chance) after you will have a 1/5 chance to get it.
2nd method is by restabilizing and shutdowning the core multiple times. 5 restabilizations and 15 shutdowns. After that you will have a 20/500 chance to get the overload on startup.
