I don’t think it’s a Salon at all it’s definitely a reseller OR just a person who really loves her gel and wants to support her by buying a lot of her products.
it might be a groupbuy as i assume shipping to japan isn't cheap. groupbuys are quite common where i'm from (asia) amongst family, friendly, even neighbors. people usually do it to save money by sharing the shipping cost. i can see why they can be easily mistaken as resellers, i've seen some of these groupbuys and they can be for like 30-40 people.
Every time I try to order some it’s always out of order and this is why!!! Save some for the rest of us. I was on the site all day and refreshed it so many times and the “sold out” never went away it seems as if there never is a restock 😢
